Mind The Gap (MTG)

Executive Summary

Mind the Gap’s top priority this cycle is flipping the U.S. House of Representatives. Securing a Democratic majority is the most effective way for political giving to shift national outcomes—breaking the GOP trifecta, restoring meaningful oversight, blocking harmful legislation, and presenting a credible pro-democracy alternative heading into 2028.


MTG’s strategy focuses on building a large, durable House majority by targeting moderate-to-conservative “reach” districts, many of which backed Trump in 2024 and are at risk of being underfunded. Early, targeted investment in these districts can meaningfully shift outcomes and maximize the impact of marginal dollars. While a full list of priority races will be released later, MTG is urging donors now to invest in two high-leverage programs that scale proven interventions and support primary candidates well-aligned with their districts. Recommendation #1 

Everybody Votes Campaign – Nonpartisan Site-Based Voter Registration - 501(c)(3) eligible


Data from recent election cycles showed that broadly focusing registration efforts on large demographic groups, like young people or communities of color, resulted in a less efficient use of resources. To enhance the efficiency of nonpartisan voter registration in 2026, MTG conducted a strategic analysis mapping the geographic distribution of unregistered voters. This mapping identifies areas with the highest potential for successful registration and will allow the Everybody Votes Campaign (EVC) to precisely target locations for site-based collection, ensuring the effective use of 501(c)(3) tax-deductible funds to address one of the most urgent needs in voter outreach.

Recommendation #2 

Project 218 - Democratic Primary Investment – (Note: Contributions are not 501c3 eligible.)


MTG is directing funds to Project 218, a Democratic Super PAC (527) formed in 2024 to bring a more evidence-based approach to winning U.S. House seats. Project 218 will coordinate and directly deploy a suite of high-performing electoral programs informed, in part, by MTG’s analytics. These programs include persuasion TV ads, site-based voter registration, and innovative social media tactics.


Project 218’s primary program will focus specifically on the slate of candidates identified by MTG. It will deploy best-in-class testing, production, and media buying to air TV ads that will give the candidates we identify substantial ad advantages, thereby increasing their probability of winning their primaries.


Early funding helps assess momentum, conduct message testing, and, most importantly, forecast the number of competitive races we’ll be able to support as a network. It also enables cost efficiencies that allow donor dollars to go further. For example, media costs were on average 55% less expensive in the 2024 primary season than in the general elections. As a result, money invested early and strategically to elect strong primary candidates tends to have a larger impact at a lower cost.
